At his news conference this morning in the White House Rose Garden, President Bush passed off the blame for the bad economy to the Democratic Congress, and advocated drilling in ANWR to solve our energy problems, but a Energy Dept study said that it would take 20 years to reach peak production and that would help for 3 years.
